Roadmap development, governance and coordination: On 7 June 2023, the Government of Indonesia expressed interest in joining the Global Accelerator initiative in a letter from the Minister of National Development Planning to the United Nations Resident Coordinator in Indonesia. The Government of Indonesia and the United Nations in Indonesia agreed on further collaboration through the initiative to develop and implement inclusive employment and social protection policies and programmes that would contribute to achieving Indonesia's mid- and long-term development goals.
The Indonesian Global Accelerator Roadmap was a collaborative effort by the Government of Indonesia and United Nations country teams of the ILO, UNICEF, and UNDP. The roadmap was consulted with workers, employers, relevant ministries, and civil society organizations on 7 September 2023 and presented by the Indonesian Ministry of National Development Planning/Bappenas during the SDG Summit in New York, 17 September 2023.
The Ministry of National Development Planning/Bappenas is the designated agency to lead and oversee the implementation of the Indonesian Global Accelerator roadmap. The roadmap will be implemented through programmes by line ministries of the Government of Indonesia; UN country teams of ILO, UNICEF and UNDP; and the World Bank; and it will be coordinated through four thematic working groups:
- Social protection and data integration
- Social, care and labour services for vulnerable groups
- Programmes adaptability for just transition
- Equal and extensive skill development for all
Roadmap priorities:
- Accelerating social transformation to reduce poverty and disparities in accessing social services through enhanced digitalized, transparent, inclusive information and financial systems for social protection.
- Developing and strengthening integration among and within social protection, labour market, and empowerment policies
- Improving socioeconomic registry and Management Information System to make the current social protection more inclusive, effective and efficient.
- Extending social protection to pregnant mothers and women and men with young children to improve female labour force participation.
- Extending integrated social services to older persons, children, and persons with disabilities including linkages to labour market and care.
- Enhancing social protection programmes and labour market policies to effectively cater to all people affected by energy transition, disaster, and climate change.
- Accelerating economic transformation for a competitive labour force and productivity.
- Establishing sectoral skills councils in five priority sectors.
- Contributing to improved national apprenticeship system.
- Improving re-skilling and up-skilling programmes based on occupation to ensure just transition.
- Designing and implementing need-based skill development programmes in climate change, energy transition, and disaster impacted regions.
- Enhancing digital knowledge and skills among school age adolescents and young workers, especially girls and women, to improve their capacity using digital technology.

Accelerated achievement of comprehensive, adequate and sustainable social protection.
Accelerated creation of decent and productive jobs in particular in the green, care and digital economies, with focus on the upgrading of human resources.
- SDG 1.3: Implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable
- SDG 4.4: By 2030, substantially increase the number of youth and adults who have relevant skills, including technical and vocational skills, for employment, decent jobs, and entrepreneurship.
- SDG 5.C: Adopt and strengthen sound policies and enforceable legislation for the promotion of gender equality and the empowerment of all women and girls at all levels.
- SDG 8.3: Promote development-oriented policies that support productive activities, decent job creation, entrepreneurship, creativity, and innovation, and encourage the formalization and growth of micro-, small- and medium sized enterprises, including through access to financial services.
- SDG 8.5: By 2030, achieve full and productive employment and decent work for all women and men, including for young people and persons with disabilities, and equal pay for work of equal value.
