Phnom Penh, Cambodia - The Royal Government of Cambodia, in partnership with the United Nations, convened a Technical Consultation Workshop on the Results Monitoring Framework (RMF) for Cambodia’s Global Accelerator Roadmap on Jobs and Social Protection for Just Transitions, on 7–8 April 2026. 

The workshop brought together over 90 representatives from the Inter-Ministerial and Joint Technical Working Group established for the implementation of the Global Accelerator, including government institutions, workers’ and employers’ organizations, United Nations agencies, development partners, and civil society, marking an important step in strengthening the implementation of Cambodia’s Global Accelerator roadmap.

Endorsed by Mr Samdech Moha Borvor Thipadei Hun Manet, Prime Minister, Kingdom of Cambodia, the roadmap sets out a comprehensive national strategy to accelerate decent job creation, expand social protection, and advance just transitions through five priority outcomes:

  1. Adoption of pro-employment macroeconomic and financing policies
  2. Improving skills and inclusive employability
  3. Expanding social protection and advancing universal health coverage
  4. Enhancing formalization, productivity, and sectoral growth
  5. Strengthening an enabling environment for an inclusive labour market

As Cambodia advances implementation, the development of a robust Results Monitoring Framework represents a key next step. The RMF provides a common system to track progress, strengthen accountability, and supports evidence-based decision-making across institutions, while linking policy priorities with financing and investment decisions.

Opening the workshop, Mr Tun Sophorn, ILO National Coordinator, highlighted the importance of a shared and coordinated approach as well as inclusive engagement through social dialogue. “At this stage of implementation, having a clear and shared approach to monitoring progress and measuring results is essential to ensure that efforts across line ministries, United Nations agencies, workers’ and employers’ organizations, development partners, and other stakeholders engaged in this initiative remain aligned, and that policy decisions are informed by evidence.” 

Ms. Sovann Vannaroth, Permanent Secretary of State of the Ministry of Labour and Vocational Training, reaffirmed the Government’s commitment and strategic vision, “As a Global Accelerator pathfinder​ country, Cambodia is translating vision into action. Our National Roadmap 2025–2028 stands as a steadfast commitment to the Decent Work Agenda, the primary vehicle for achieving Social Justice. To ensure the effective delivery of this roadmap, we call for strategic synergy among line ministries, UN agencies, the private sector, social partners, and development partners. By synchronizing robust social protection with inclusive employment strategies, we will secure a future where our progress toward the SDGs is measured by the well-being of our people, ensuring Cambodia’s growth remains both sustainable and human-centred.

The workshop focused on reviewing and refining both outcome-level and output-level indicators, validating baselines and targets for 2025–2028. It also advanced the operationalization of the Reporting and Accountability Mechanism under the Joint Technical Working Group, which will support coordinated monitoring and reporting across institutions.

The Global Accelerator in Cambodia is supported by two Joint Programmes financed by the Joint SDG Fund and implemented by ILO, UNDP, UNICEF and the World Bank. These programmes are helping operationalize priority areas of the roadmap by strengthening social protection systems, improving skills development and employability, expanding access to employment opportunities, and enhancing coordination across institutions and partners.

The Technical Consultation Workshop concluded with closing remarks by Mr. Will Parks, UNICEF Representative in Cambodia, and Dr. Kuoch Somean, Secretary of State of the Ministry of Labour and Vocational Training.

Closing the workshop, Mr Parks highlighted the Global Accelerator’s role as a platform for one-UN support and multi-stakeholder coordination and alignment of policies, financing and partnerships, underlining the strategic importance of the Results Monitoring Framework in supporting implementation, accountability and financing alignment. “The RMF is not only a technical tool. It is a strategic instrument that will support implementation going forward. It will help track progress across institutions, strengthen accountability, and ensure that efforts remain aligned with the priorities of the roadmap and link them with financing and investment decisions,” he stated.

In his closing remarks, Dr. Somean emphasized that the outcomes of the two-day workshop reaffirm the critical role of the RMF in ensuring the effective implementation of policies and programs in alignment with national priorities and the Global Accelerator framework. He noted that the RMF will strengthening inter-agency coordination, promoting the use of data and evidence-based for policy-making, and support results-based planning, monitoring, and reporting.

He further stressed the broader significance of the Cambodia Global Accelerator roadmap, “Cambodia’s Global Accelerator roadmap is not a policy document, but a collective commitment of the Royal Government to ensure that economic growth is closely linked to job creation, decent work, and the expansion of social protection for all. The effective implementation of this roadmap will directly contribute to the achievement of the Sustainable Development Goals, as well as the Royal Government’s strategic objective of building a more resilient, inclusive, and sustainable Cambodia.

The workshop concluded with agreement on next steps for finalizing and operationalizing the Results Monitoring Framework, addressing the comments received during the workshop. The Secretariat of the IMWG and Joint Technical Working Group will lead the final consultations with line ministries to finalize and operationalize the RMF.

This process builds on progress already underway under the Global Accelerator in Cambodia. This includes stronger coordination across ministries through the Inter-Ministerial and Joint Technical Working Groups; support to expand social protection programmes such as the Family Package and improve systems like the Social Protection Registry and Integrated Case Management System; strengthening skills systems to better respond to labour market needs, including through Sector Skills Councils and recognition of prior learning; and supporting workers and small businesses in the informal economy to register and access services through initiatives such as Digital Platform for Informal Economy Development (CAM-IE).

These efforts are helping translate the roadmap into concrete policy reforms, improved public services, and more coordinated investments that directly benefit workers, enterprises and vulnerable households.
