Roadmap development, governance and coordination: Paraguay’s roadmap was developed through a co-creation process with the Government of Paraguay and UN agencies to address the main challenges in job creation and improving social protection with an approach adapted to the country’s specific context and circumstances.
The national roadmap for the implementation of the Global Accelerator is the result of a collaborative effort led by the Ministry of Labour, Employment and Social Security, under the technical guidance of the ILO with UNDP and UNICEF.

Addressing obstacles and facilitators in the implementation of the different national plans and strategies and aligning them with implementation priorities and their economic potential.
Progress of communities towards a fair transition following significant transformations in production modes and specific sectors.
Sustainable social protection system aimed at protecting communities from potential economic crises, as well as climate and environmental risks.
Implementing the National Employment Plan and the Formalization Strategy, intensifying training and retraining efforts to promote job creation, fair transitions and improve the benefits of formality.

Social protection and decent employment objectives are better integrated into national budgetary processes and the Integrated National Financing Framework (INFF), and better aligned to support frontline sectors by integrating different systems, plans and strategies with the budgetary process to ensure adequate financing for their effective implementation.
