The DRC validates its roadmap for the Global Accelerator for Jobs and Social Protection
Kinshasa, DRC – The Government of the Democratic Republic of Congo, with the support of the United Nations, the World Bank and the International Labour Organization (ILO), validated on July 1, 2026 in Kinshasa its National Roadmap for the implementation of the Global Accelerator for decent jobs, the extension of social protection and support for just transitions.
This roadmap constitutes the strategic framework that will guide investments and reforms aimed at promoting decent employment, extending social protection and supporting an inclusive and sustainable economic transition in the Democratic Republic of Congo.
The Global Accelerator, launched by the UN Secretary-General in 2021, helps countries cope with multiple crises by stimulating job creation, strengthening social protection systems and supporting ecological, digital and demographic transitions.
In the Democratic Republic of Congo, the roadmap identifies several sectors with high potential for creating decent jobs, including renewable energy, the care economy, digital technology, agribusiness, handicrafts, environmental preservation, waste management, sustainable infrastructure and transport.
It also emphasizes the investments needed to move towards universal social protection coverage, through stronger, more resilient systems that are adapted to the needs of populations throughout their lives.
The roadmap also aims to strengthen the formulation, financing, and implementation of public investment projects that promote the development of value chains, the creation of formal jobs, and the transition from the informal to the formal economy. It supports national priorities related to formalizing the economy, youth employment, vocational training, gender equality, and the ecological transition.
A process led by national authorities
The roadmap was developed using a participatory approach, under the leadership of the Ministry of Planning and Coordination of Development Aid, with technical support from the International Labour Organization.
It is the result of a broad consultation process involving public administrations, social partners, United Nations agencies, technical and financial partners, and other stakeholders.
It is structured around six strategic axes:
- the creation of decent jobs
- the extension of social protection
- the formalization of the economy
- the digital transition
- adaptation to climate change
- strengthening the governance of reforms
“The validation of this Roadmap marks an important step for the Democratic Republic of Congo. It reflects a common vision of national priorities and provides a framework for action to accelerate the creation of decent jobs, extend social protection and support just transitions for the benefit of all,” said Ms. Nteba Soumano, Director of the ILO Office in the Democratic Republic of Congo.
The Secretary General for Planning and Development Assistance Coordination, Mr Daniel Epembe, stressed that this approach will strengthen the coherence of public policies and ensure better coordination of interventions in favour of employment and social protection.
The process notably included the establishment of a national steering committee, the collection of sectoral data, the analysis of existing reforms and investments, sectoral consultations and a technical drafting workshop, before the national validation of the document.
Speaking on behalf of the United Nations Resident Coordinator in the Democratic Republic of Congo, Ms. Nteba Soumano reaffirmed the commitment of the United Nations system to support the implementation of the roadmap.
"I reaffirm the commitment of the United Nations system to support the Government in order to strengthen the coordination of partner interventions and accelerate the implementation of actions in favor of employment and social protection," she said.
Through this validation, the Government reaffirms its commitment to working with all national and international partners to accelerate progress towards the Sustainable Development Goals and to promote more inclusive growth that creates decent jobs and fosters social justice.
