The Global Accelerator will support countries committed to create decent jobs, expanding social protection and promote pathways for just transitions.

  • The Deputy Prime Minister confirmed Albania’s high-level commitment on 1 August 2023. 
  • Led by the Ministry of Economy, Culture and Innovation and the Ministry of Health and Social Protection.
  • The national roadmap for the implementation of the Global Accelerator in Albania, was endorsed by the government in June 2024.

  • The Royal Government of Bhutan confirmed the country’s official commitment to the Global Accelerator on Jobs and Social Protection at the Cabinet Secretary level on 12 December 2024.
  • The Goverment of Bhutan has developed its national Global Accelrator Roadmap togetehr witht he UN Resident Coordiantor office and the UN agencies. An overview of the roadmap is accesible here.
  • The Global Accelerator will support the implementation of Bhutan’s 13th Five-Year Plan, which focuses on inclusive economic growth, social protection, and sustainable employment opportunities.
  • The Office of Cabinet Affairs and Strategic Coordination (OCASC) will lead the coordination and implementation of the Global Accelerator in Bhutan, working closely with line ministries and the Ministry of Finance to leverage existing frameworks and resources.

  • The Deputy Minister and Minister of Finance confirmed Cabo Verde’s high-level commitment on 24 January 2024 with the support of the Minister of Labour, Solidarity and Social Security of Portugal.

  • The National Planning Department and in consultation with the Ministry of Finance and Public Credit, confirmed the country’s official commitment on 6 March 2024.
  • Consultations were initiated with the government, represented by the Ministry of Labour and International Cooperation. On 13 February 2024, the UN Resident Coordinator chaired the first meeting of the national committee mandated to support the implementation of the Global Accelerator in Colombia.

  • The Ministry of Planning and International Cooperation, and the Ministry of Labour and the Civil Service, confirmed the country’s official commitment on 10 June 2024.

  • The Minister of National Development Planning confirmed Indonesia’s high-level commitment on 7 July 2023 and is the governmental institution leading implementation.
  • The country has developed a comprehensive roadmap for the implementation of the Global Accelerator, which was presented during the UNGA SDG Acceleration Day on 17 September 2023.

  • The President of Malawi confirmed the country’s high-level commitment in September 2022.
  • Led by the Ministry of Labour and the Ministry of Finance and Economic Affairs.

  • The President of Namibia confirmed the country’s high-level commitment on 11 April 2023. 
  • Led by the Ministry of Labour, the Ministry of Finance and the National Planning Commission.

  • The National Planning Commission of Nepal confirmed the high-level commitment on 27 February 2024.
  • Policy mapping was completed, and the roadmap development is expected to start right after the commitment.

  • The Federal Minister confirmed the high-level commitment on 18 July 2024.

  • The Department of Labor and Employment (DOLE) confirmed the country’s official commitment on 24 March 2024.
  • Consultations started in 2023 with various national consultations that included international financial institutions, UN agencies, development partners, government agencies and other partners.

  • Ministry of Economy and Planning confirmed Tunisia’s high-level commitment to become a pathfinder country in 2025. 
Pathfinder country
  • Tunisia joined the Global Accelerator as a pathfinder country in 8 August 2025, through a letter expressing high-level commitment submitted by the Minister of Economy and Planning.
  • The implementation of the initiative has started with a UN-World Bank joint programme as part of the M-GA funding round.

Pathfinder countries

At the initial stage, the Global Accelerator will be implemented in a selected number of countries, also known as “pathfinders”, which have considerable potential to amplify investments in jobs and social protection and have expressed a commitment to do so.

What is a pathfinder country?

Pathfinder countries have considerable potential to amplify investments in jobs and social protection and have expressed a commitment to do so. The Global Accelerator’s implementation strategy will be developed through a process of co-creation with governments, social partners, UN agencies, IFIs, and other key stakeholders to build a tailor-made approach adapted to each country’s specific context and circumstances, including those in fragile and post-conflict settings. 

Countries aiming to officially become part of the Global Accelerator must secure political support at the highest level, establish a cross-ministerial coordination mechanism, and start the design and development of the national implementation roadmap. The national roadmaps will set the direction and define the entry points for the implementation of the Global Accelerator in the country.  

How to become a pathfinder country?

The process could be initiated by the UN Resident Coordinator, members of UNCTs, or directly by the government. In all cases, the process will be led by governments at the national level in close collaboration with the UN.

Expansion of social protection and job creation urges an integrated and collaborative approach that starts with strong political commitment.  

Becoming a pathfinder country requires committing to:  

  • Secure political support at the highest level. This process can be made through an official letter sent to the UN Secretary-General, The UN Resident Coordinator, or through another form of political commitment. 
  •  Create a dedicated inter-ministerial national governance structure (either by building on existing structures or establishing new ones) for the Accelerator, involving social partners, civil society, IFIs, and development partners. 
  • If not in place, formulate and adopt integrated strategies and policies on social protection and employment, and/or have started their implementation through tripartite social dialogue.  
  • Increase domestic resources available for social protection and jobs, with a record of extending social protection coverage; allocate significant official development assistance to the objectives of the Global Accelerator, either through the thematic window of the Joint SDG Fund or other funding mechanisms 
  • Advocate for stronger multilateral cooperation, notably with international financial institutions, to implement the ambitions of the Global Accelerator. 
  • Develop national policies and integrated strategies for just transitions, leading to the creation of green jobs through social dialogue including policies for employment creation, and social protection. 
What are the advantages of becoming a Global Accelerator Pathfinder country?

Access to specialized UN expertise: Pathfinder countries will have access to a dedicated global, regional and national hub of experts, specialized in the field of social protection, decent job creation, financing, and just transitions.  

Development of integrated financing strategies: The Global Accelerator will support the development of coordinated streams of funding and financing (official development assistance; public resources; loans from MDBs, PDBs; investments from the private sector).  

Access to new funding opportunities: The Global Accelerator will be supported by new funding streams which will provide development cooperation support to implement the national roadmaps and play a catalytic role in the effectiveness of the relevant national financing strategies.  

Guidance, tools and capacity development support for integrated strategies: The mutually reinforcing effects and virtuous cycle of integrated job creation and social protection strategies is at the heart of the Accelerator’s approach.  

Participating in high-level global dialogue at Head of State level: Pathfinder countries will have the opportunity to use high-level UN platforms to showcase their progress to meet the ambitious goals of the Global Accelerator, which is one of the 12 UN high-impact initiatives.  

Knowledge sharing: Knowledge sharing will play a key part in showcasing different country experiences and results. Pathfinder countries will benefit from the lessons learned and case examples about policies that can integrate employment and social protection, facilitate just transitions and increase domestic resources.
