The Technical Support Facility (TSF) is the operational mechanism that supports the implementation of the Global Accelerator. Led by the ILO, it brings together FAO, UNDP, UNICEF, UN Women and WFP to help pathfinder countries translate national commitments into concrete action by providing coordinated technical support, facilitating partnerships and supporting the development and implementation of development cooperation activities.
Provides overall planning, coordination and oversight of the Global Accelerator’s activities, while promoting coherence and collaboration across partners and stakeholders.
Supports Pathfinder countries throughout the development and implementation of national roadmaps by facilitating stakeholder engagement, coordinating technical support and promoting integrated approaches.
Based on demand, mobilizes specialized expertise and provides technical assistance, practical tools and knowledge resources to support the design and implementation of integrated employment and social protection policies and their financing.
Develops partnerships and mobilizes technical and financial resources to support implementation of the Global Accelerator’s priorities.
Supports monitoring, reporting and learning through the Global Accelerator Results Monitoring Framework.
Promotes awareness, visibility and advocacy around the Global Accelerator and showcases country achievements and good practices.
The TSF operates through three complementary components:
Operating at the global level, the Coordination Team is composed of FAO, ILO, UNDP, UNICEF, UN Women and WFP and acts as the central coordination mechanism of the Technical Support Facility. It oversees the planning, coordination and implementation support of the Global Accelerator, strengthens partnerships, mobilizes resources, facilitates knowledge exchange, and monitors progress and results. At the country level, the Coordination Team supports implementation by facilitating country engagement, coordinating technical support, supporting the development of national roadmaps and catalytic joint programmes aligned with those roadmaps, and fostering collaboration among governments, UN entities, development partners and other stakeholders. The ILO serves as the Secretariat of the Technical Support Facility Coordination Team.
The Hub of Expertise is the TSF’s technical assistance mechanism, connecting countries with specialized expertise, tools and knowledge to support the design and implementation of integrated employment and social protection policies and their financing. Through its Expertise-on-Demand offer, the Hub mobilizes global, regional and national expertise to respond to country needs and implementation challenges. The Hub also promotes learning and knowledge exchange across the Global Accelerator through its toolkit, Community of Practice and knowledge resources and repositories, enabling countries to access practical solutions, share experiences and adapt good practices to their national contexts.
The Portfolio of Development Cooperation Activities represents the TSF’s country-level implementation arm. Led by UN Country Teams, spearheaded by the UN Resident Coordinators, it supports the delivery of Global Accelerator priorities through programmes and projects aligned with national roadmaps. The portfolio includes Joint Programmes supported through the Joint SDG Fund, the M-GA initiative implemented jointly by UN agencies and the World Bank, and bilateral and stand-alone projects implemented by UN agencies and development partners aligned with Global Accelerator roadmaps and results frameworks.

The Technical Support Facility provides technical assistance to Global Accelerator Pathfinder Countries and M-GA supported countries through its Hub of Expertise. At the core of this offer is the Hub’s structured Expertise-on-Demand mechanism, which enables countries to access tailored technical assistance in response to specific priorities and implementation challenges. Support may include advisory services, technical missions, policy dialogue, analytical work, training, peer learning, and deployment of technical specialists.
The TSF’s Hub of Expertise has been identified as a pilot initiative under the UN80 reform process on ‘Expertise on Demand’, recognizing its potential as a model for mobilizing and delivering coordinated technical expertise across the UN system.
